While locals were surely involved in some way or the other, terrorist groups are many times loosely divided into logistics, reconnaisance, and bombing/suicide bombing teams. The reconnaisance teams can either recruit locals or themselves spend enough time in the city to find out which are the appropriate targets, even without local help. An operative asking a simple question like “Where can I find good places to have a good time with my family?” can get dozens of useful answers from helpful citizens (such as hotel personnel where he is staying)
In addition, there would be some mastermind coordinator. The actual mastermind (like Bin Laden) would be far far away; this other mastermind would just organize and relay info between all the teams.
Do you think that terrorists attacks are going to increase in our country because of our perceived “friendship with the US”?

Good inputs. Yes an operative can spend enough time in the city to get a feel for it and then plan.
Friendship with US has little to do with this although our anti-American xenophobes from the Left will use this argument.
Relations with US started warming only in the year 2000. We had terror attacks before that. In 1993, when arguably the biggest of them all happened in Mumbai, our relations with the US were not great.
